New regulations about Energy Efficiency Certificates ** (Ενεργειακό Πιστοποιητικό Κτιρίου).
In recent years, an energy efficiency certificate has been required for all properties, that were rented or sold, if they were over 50 sq.m. Now, from January 1st 2016 it will be compulsory for ALL properties if they are traded (rental or sale) This is one of the new obligations contained in Law 4122/2015
According to data released recently, by the Hellenic Property Federation (POMIDA), the law changes include the mandatory indication of the energy efficiency ratio (energy class) of the building, similar to that required for consumer electronics devices.
In the New Year, it will also become mandatory to have a 5-yearly inspection of heating systems in buildings, if they have systems with boilers of rated power from 20 to 100 kW and 2-yearly if the buildings have higher boilers of 100 kW (or every 4 years if fueled with natural gas). Indeed, it is noted that non-fulfillment of these obligations may result in a fine of 1,000 to 10,000 euros, depending on the size and the use of the building or the degree of fault of the person responsible.

Also from 09.11.2015, the registration number of the ARC for each rental property must appear in the electronic application "Statement of Information Element Leasing Real Estate" website of the General Secretariat for Information Systems (www.gsis.gr).(it is noted that in Greece, almost all buildings more than 20 years of age do not have insulation. Therefore, based on the data resulting from the first three years of implementation of the Energy Performance Certificate, 30% of buildings classified are in the last two energy classes H and Ζ

Saving energy is not achieved by certificates but with upgrading! POMIDA considers that energy savings in existing buildings, to the extent that this is technically feasible, can not be achieved by issuing certificates, but the execution of the necessary work to upgrade them, that now demands serious expense, which is impossible for owners to complete
, if the state does not help substantially. Unfortunately today the State has abolished every tax exemption, any subsidy or support energy saving program, and increased VAT on building repairs from 13% to 23%. If this does not radically change, if there is no significant relief in income tax, reduced VAT on materials and work namely motivation, no energy certificate can save the situation! POMIDA gr
**Energy performance certificate Ενεργειακό Πιστοποιητικό Κτιρίου.
The Energy Performance Certificate (SMO) for buildings has a form similar to the energy labels used for labeling of various household appliances. Its purpose is to provide useful information on the overall energy situation of the building and its ranking according to standardized energy categories, so one can easily compare the energy performance of one building to another. Under the Act, energy efficiency certificates are prepared and issued only by qualified experts.
The SMO is accompanied by recommendations for energy savings of the building, which are given by qualified expert.mcit.gov.cy/mcit
